The Wyoming Stable Token Commission (the “Commission” or “STC”) was established in March 2023 with the passage of Senate Enrolled Act 85: Wyoming Stable Token Act, which authorizes the Commission to issue Wyoming Stable Tokens (”WYST”).

Key amendments to the Stable Token Act were passed during the 2024 Budget Session as Senate Enrolled Act 44: Wyoming Stable Token Act - amendments.

WYST is a proposed virtual currency representative of and redeemable for one (1) United States dollar held in trust by the state of Wyoming as provided by W.S. 40‑31‑106. Stable tokens shall only be issued in exchange for United States dollars.

As allowed under the enacting legislation, the Commission includes the Governor or the Governor's designee; the Auditor or the Auditor's designee; the Treasurer or the Treasurer's designee; and four additional subject matter experts: Flavia Naves, David Pope, Jeff Wallace, and Joel Revill. Anthony Apollo was appointed Executive Director of the Commission on September 18, 2023.

Wyoming Stable Token Testnet Launch

We are excited to announce that the Wyoming Stable Token Commission has entered a critical testing phase, marking a significant step toward launching the first state-issued stable token in the U.S. This milestone underscores Wyoming's commitment to innovation in digital assets.

At this time, test WYST is available on the Avalanche, Solana, Ethereum, Arbitrum, Base, Optimism, and Polygon tesnets. Contract addresses are linked in the Press Release below.

For Wyoming Residents and Registered Entities that may wish to help with future testing initiatives, please submit the "Alpha Program" form below.

No Tokens for Sale at This Time

Please be aware that Wyoming Stable Tokens (WYST) are NOT available for purchase at this time. Any website or platform claiming to list or sell WYST is a scam.

Do not attempt to purchase tokens from unauthorized sources.

Value-less test tokens were created on testnets of Avalanche, Solana, Ethereum, Arbitrum, Base, Optimism, and Polygon. Contract addresses are linked in the Press Release below.

The Commission will announce verified channels for any future token distribution through our official website and communication channels.

The Commission's Blockchain Selection Working Group completed its

Hug exercise to determine Candidate Blockchains for the initial launch of WYST. This selection was reviewed and approved by the Commission during a monthly meeting on November 20, 2024. The current Candidate Blockchains are:

Solana, Sui, Ethereum (inclusive of Polygon, Arbitrum, Base, and Optimism layer-2 networks thereon), Avalanche, and Stellar.

The Commission has committed to performing a quarterly refresh of selection criteria and scoring. Refer to the following materials for additional details that are approved on March 20, 2025:

NEW: Blockchain founders, foundation members, and developers may use the following form to request information or consideration per the Commission’s rolling qualifications, expected to begin upon promulgation of regular procurement rules.

Upcoming Meetings

The Stable Token Commission typically meets on the third Thursday of every month. Meeting dates, times, and locations are tentative and subject to change. All meetings will allow for remote attendance and participation unless stated otherwise.
